Health economics & evaluation
CEPA’s work contributes to the effectiveness and sustainability of development aid in the health sector. We combine public policy, evaluation and health economics expertise towards improving the availability, quality and use of evidence for strategic, policy and programmatic planning and implementation.
CEPA provides health economics services to our clients including global health partnerships, multilateral and bilateral agencies, donors and foundations, country governments and international NGOs, in particular economic and business cases or value for money assessments for a range of health interventions or services, cost benefit or effectiveness analyses or reviews of health care consumption. In short, we help our clients understand, through rigorous analysis, what worked well and less well, to determine the extent to which programmes have achieved intended impacts, and to provide recommendations for improvement.
We bring our skills in modelling, market dynamics, impact measurement, as well as our extensive knowledge of country health systems and health financing systems, to undertake key health economics evaluations and reviews.
We undertake qualitative and quantitative analyses to assess health programme performance, to assess the value for money, and to carry out impact assessments on the economy, efficiency and effectiveness of health programmes and donor spending.
CEPA draws on its broad methodological expertise to provide evaluation services that are wide-ranging both technically and geographically. We conduct a range of evaluations including:
- prospective evaluations;
- mid-term evaluations;
- end-term evaluations;
- strategic reviews;
- value for money assessments, and;
- outcome and impact assessments.
We have experience in undertaking rigorous analysis for our evaluations, using a combination of qualitative and quantitative approaches. Our quantitative skills include analyses of large public data sets and organisation-specific data as well as regression techniques. We employ mixed evaluation methods to help ensure our findings are well triangulated and conducted with objectivity (by minimising bias) and transparency (by adopting logical frameworks to support our conclusions and recommendations).
