CEPA supports water, regulatory finance and global health practices with promotions to its partnership

Join us in congratulating Tom Cochrane and Kaveri Kumar on their recent promotions to the firm’s partnership. They join CEPA’s existing global Partners to lead a growing team of more than 50 economic, public and financial policy consulting experts, who work globally from offices in the UK and Australia. The latest additions to the firm’s ownership structure reflect the growing demand for CEPA’s advice, driven by clients’ needs in the face of high profile regulatory controls and the range of issues facing global health development and equity following the COVID-19 pandemic.

Tom, who joined CEPA in 2009, was a director prior to his promotion. He specialises in the economics of regulation and public policy. Tom will continue to lead CEPA’s Water practice as well as providing specialist technical expertise through CEPA’s regulatory finance mandates. His work spans regulatory policy and design, price control determinations, pricing, funding and financing assessments, competition issues and due diligence. As well as his work in the water sector, Tom also leads projects in the energy and transport sectors. He has advised public and private sector clients in the UK, Europe, the Middle East, Africa and Asia-Pacific.

Kaveri, who was also a CEPA director prior to her promotion, joined the firm in 2006. She will continue to lead CEPA’s Global Health practice. Kaveri has extensive experience in working with global health partnerships and donors on a range of strategic, analytical and review-based assignments. Her particular expertise is in leading large-scale multi-country strategic reviews and evaluations of global health partnerships to inform development of future strategies and programmes. She brings experience across several health sectors including communicable diseases (HIV/AIDS, TB, malaria, hepatitis C), immunisation, maternal and child health, epidemics and pandemic diseases including COVID-19, as well as cross-cutting aspects such as health systems strengthening (HSS), global health security and resilience, health financing and universal health coverage (UHC).

Kaveri has developed a strong understanding of national health systems through in-country work across the globe, particularly in Sub Saharan Africa and South Asia.
