CEPA submits cost of capital report on Heathrow H8 price control
On behalf of the International Air Transport Association (IATA), CEPA has submitted a report in response to the Civil Aviation Authority’s (CAA's) Initial Proposals for the H8 price control for Heathrow Airport.
The H8 price control will apply from 2027 to 2031. The CAA is expected to publish its Final Proposals in November 2026.
CEPA’s report focuses on the cost of capital. It considers issues including beta estimation during shock events, relative risk assessment, the cost of debt and inflation indexation. CEPA’s support to IATA has also covered wider financial and regulatory issues.
