Increasing demand for CEPA's support and advice is driving growth in consulting team numbers in both Australia and the UK. Following the recent arrival of Benjamin Osenius-Eite, an experienced senior consultant who adds further resources for clients in the Asia-Pacific region, CEPA has created two new positions in the UK, to support clients across the sectors in which the firm is most active.
We are looking for candidates in two roles: one for an for an economic consultant (at least three years’ relevant experience) and for a junior economist. Candidates for both roles should have a strong academic background, quantitative and qualitative analytical skills, excellent written and oral communication and demonstrate an interest in economic consultancy.

The CEPA report focuses on developing detailed descriptions of potential approaches for the implementation of capital efficiency incentives. Under the potential approaches, Heathrow would bear a predetermined share of any capital expenditure under- or over-spend, with the application of ‘ex-ante’ incentives. This differs to the current approach applied at Heathrow, whereby a retrospective (‘ex post’) review is used to assess inefficiency.
The CEPA report discusses two main options, with variants discussed within each option. The CAA is inviting views from stakeholders on the approaches set out in the report and which of the two models provides better incentives on Heathrow to control the overall costs of its capital programme. This is contained in its policy update and consultation.

The Independent Pricing and Regulatory Tribunal (IPART) has published an issues paper as part of a major review of public transport fares in Sydney and surrounding areas. Over the next nine months IPART will be conducting research and analysis and consulting on what the fares should be.
A report, prepared by CEPA in conjunction with the Hensher Group will inform IPART’s views on the relationship between fares and transport use. We analysed usage data captured from Opal smartcard tickets to see how people respond to changes in fares (price elasticity of demand). The dataset allowed us to estimate the likely change in passenger journeys in response to an increase in fares for different user groups, different distances, times of the day, days of the week and on different modes.
Airport capacity strategy
CEPA’s contribution to this study on delivering the future airport capacity requirements in Ireland for the Irish Department of Transport, Tourism and Sport set out the decisions Ireland has to make - and the timing - to come to a good decision on the future capacity requirements of Dublin Airport.
