Shafiq Pandor has extensive experience on all sides of regulatory and policy questions - advising government, regulators, airlines and infrastructure investors across aviation, transport, energy and water.
Shafiq Pandor has over a decade of experience across transport, aviation, energy and water. He leads and delivers complex analytical projects for regulators, government departments, airlines, airports and infrastructure investors, drawing on expertise in economic regulation, appraisal and evaluation, benchmarking and policy analysis.
Shafiq is one of CEPA's leading aviation specialists, with experience spanning the full range of strategic, economic, policy and regulatory issues facing the sector. He has advised on price controls, expenditure efficiency, airport capacity and expansion, slot allocation, airspace and noise policy, aviation consumer protection, regional connectivity, competition, and sector strategy — working for airlines, airport operators, regulators and government. His regulatory work ranges from bottom-up efficiency assessments and expert testimony through to regime design and capex incentive frameworks, while his advisory work for airports extends to strategic business planning and operational efficiency reviews. While at the Department for Transport, Shafiq led the analytical programme underpinning the government's aviation strategy and represented the UK at the International Civil Aviation Organisation.
He is also a specialist in transport appraisal and evaluation, with a strong grounding in Green Book and TAG methodology. Shafiq has led research for the Department for Transport on the economic impacts of transport investment, developed bespoke cost-benefit models for a range of clients, and designed novel valuation approaches where standard techniques fall short. His appraisal experience extends across energy, water and higher education infrastructure.
In the water and energy sectors, Shafiq has led expenditure assessments and benchmarking studies for regulators including Ofwat, Ofgem, the CRU and the Utility Regulator, and has advised companies on business planning, affordability and charging. He has advised on water poverty and the design of social tariffs, and has played a central role in the firm's work on the cap and floor regime for long-duration electricity storage. He has particular depth of experience in Ireland, having led projects for the IAA, Irish Rail, Uisce Éireann, EirGrid, Gas Networks Ireland, ANCA and the CRU.
Before joining CEPA, Shafiq was an Economic Adviser at the Department for Transport, where he led on aviation regulation and competition policy, and previously worked at the Department of Energy and Climate Change. He holds an MSc in Economic Policy (Distinction) from UCL and a BSc in Economics from the University of Leeds.
