Edoardo advises governments, regulators and companies on the economics and regulation of the energy transition. He has extensive experience in economic appraisal, regulatory economics and policy design, with a particular focus on enabling investment in low-carbon infrastructure and energy flexibility.
Edoardo Lanfranchi is an economist specialising in the economic and regulatory challenges of the energy transition. He advises governments, regulators and companies on energy and climate policy, drawing on his expertise in regulatory economics, cost-benefit analysis, policy design and evaluation.
His work focuses on energy system flexibility, network regulation and investment in low-carbon infrastructure. He has particular expertise in electricity storage, renewable gases, demand-side flexibility and carbon capture. Since joining CEPA, Edoardo has advised clients on a range of economic, policy and regulatory issues across the energy sector, helping to develop regulatory frameworks, market arrangements and incentives that support efficient investment while protecting consumers.
Edoardo has advised the UK Department for Energy Security and Net Zero (DESNZ) on the design of the cap and floor regime for long-duration electricity storage, Ofgem on the regulation of the UK's CO₂ transport network and the development of incentives for the RIIO-3 price control, and the Commission for Regulation of Utilities (CRU) in Ireland on the regulatory challenges associated with the transition to renewable gases.
Before joining CEPA, Edoardo was an Economic Adviser in DESNZ, where he advised ministers on hydrogen policy, carbon pricing and smart metering. He holds an MSc in Economics for Development (Distinction) from the University of Oxford and a BA in Philosophy, Politics and Economics (First Class Honours) from Durham University.
