Shivana Thiru Moorthy

Shivana has extensive experience working across utilities industries including payments, telecommunications, energy and transport. He has worked on corporate strategy and strategic pricing across a variety of utility businesses and his skill set centres on combining data analytics, regulatory frameworks and strategic market behaviour to help companies successfully navigate complex network-based industries.
Shivana Thiru Moorthy joined CEPA in 2026, after working as a Strategy Lead at Australian Payments Plus (AP+) with a focus on strategic pricing across a portfolio of payments products including a national debit card scheme, a real-time interbank payments system and a bill payments platform. His professional experience covers commercial modelling for the NBN Special Access Undertaking, development of financial modelling capability to support pricing and cost allocation for competitive and non-competitive segments of an integrated (payments and telecommunications) business. In addition, Shivana has delivered analysis of retail and wholesale market competition in the National Electricity Market and quantitative and geospatial analytics through the use of R, QGIS, Postgresql and Stata.
Prior to joining AP+, Shivana worked in telecommunications at the NBN, electricity and gas market policy at the Australian Energy Market Commission (AEMC) and worked in economic consulting at Deloitte Access Economics. He holds a Bachelor of Commerce (Hons I) and a Bachelor of Laws (LLB) from the University of New South Wales.
