Jay Faris
Economist
Jay joined CEPA in 2023. He holds an MPhil in Economics from the University of Oxford and a BA in Mathematics from New York University. Prior to earning his MPhil, Jay was a Research Assistant at the Federal Reserve Board in Washington, D.C.
Jay Faris is an Economist at CEPA. Since joining the firm in 2023, he has advised on economic and financial issues across CEPA's sectors.
Within the regulatory finance practice, Jay is currently advising Ofwat and British Airways on cost of capital issues for upcoming price reviews and assisting Ofgem with a Value for Money assessment of the OFTO regime.
He has also worked with CEPA's energy practice, including on a natural gas security of supply study and a review of the benefits of contestable transmission infrastructure procurement for private sector clients. As part of his other recent work, he has advised Ofwat on incentive design for DPC projects and the Payment Systems Regulator on competition issues surrounding the procurement of central payments infrastructure.
Previously, Jay was a Research Assistant at the Federal Reserve Board in Washington, D.C., where he provided policy and research support to the macroeconomic modelling group for the International Finance division.
Jay holds an MPhil in Economics from the University of Oxford, where he focused on financial economics and microeconometrics. He also holds a BA in Mathematics from New York University.
