Freya Brown

Economist

Freya joined CEPA as an Economist in 2022. Previously, she studied at the University of Southampton, completing both an MSc and a BSc (First Class) in Economics.

Freya Brown is a CEPA Economist who has worked on projects across the energy, water, transport and global health sectors.

In the energy sector, Freya assists with the evaluation of bidders' financial structures as part of the OFTO (Offshore Transmission Owner) evaluation process. This involves an assessment of bidders' financial resilience and track records, as well as external market factors. She is also working to support a strategic review of policy questions around the OFTO regime. In the energy sector, Freya is a part of the team working as Capacity Market Auction Monitor for the Irish electricity market.

She has supported Uisce Éireann (Irish Water) in the development of a framework for Investment Appraisal and Post-Investment Review of enhancement projects. As part of this, she has developed tools based on water industry best practices, and gained an understanding of Cost Benefit Analysis, Multi-Criteria Analysis and Financial Appraisal. She is also a part of the knowledge transfer process, delivering training materials and producing case studies to inform governance processes. She has a breadth of experience working with Uisce Éireann, the Payment Systems Regulator (PSR), Gas Networks Ireland (GNI), and the Department for Energy Security and Net Zero (DESNZ) on assessing the realisation benefits across the project lifecycle.

In the Global Health sector, she has worked with Unitaid, MPP and MMV to measure the impact of health interventions for a range of products, developing estimates of the public health costs and benefits, and using VBA to create Excel models which can aggregate large amounts of results.

Freya studied at the University of Southampton, completing both an MSc Economics and a BSc Economics (First Class).
