Chris Sutcliffe

Chris joined CEPA’s London office as a consultant in 2022. Prior to joining the firm, Chris worked at Ofcom, the regulator of communications services in the UK.

Chris Sutcliffe joined CEPA’s London office as a consultant in September 2022. Prior to joining CEPA, Chris worked at Ofcom, where his work covered:
- telecommunications;
- regulatory policy;
- spectrum auctions;
- post cost modelling; and
- applying behavioural insights to a wide range of communications sectors.
During his time working for the regulator of communications services in the UK, Chris led the design of Ofcom’s proposed innovative format for the assignment stage of the upcoming mmWave auction and was a part of the core model-building team which used Python to build a complex model estimating the costs for Royal Mail’s nationwide postal service. Chris has also completed an internship at the Centre for Health Economics. There, he evaluated the cost-effectiveness of certain medical interventions and investigated the economic value of branded pharmaceuticals accruing to manufacturers and the NHS.
Chris holds a BSc in Economics (First Class Honours with Distinction) from the University of York.
