Distribution connection pricing reform in New Zealand
CEPA was engaged by the New Zealand Electricity Authority (NZEA) to consider two amendments to the Electricity Industry Participation Code.
NZEA has launched a consultation and is seeking feedback on proposals to address inefficiently high up-front charges some face when wanting to connect to distribution networks. Concerned that excessive up-front charges could deter business growth, new infrastructure, housing development and slow electrification of the economy, NZEA is proposing a targeted intervention to reduce inefficiently high up-front charges. This could unlock more connections, which would mean fixed network costs are shared among a wider group of users.
CEPA’s report considers an amendment for an interim restraint on connection charges and an amendment related to an obligation to provide a connection offer.
Feedback on the proposals is due by 19 December 2025. Submissions will be published in the week beginning 5 January 2026 with cross-submissions due by 5 February 2026.
