CEPA supported Ofwat on the risk and return workstream for PR24. This included advice on the cost of capital, financeability and other broader regulatory finance issues. CEPA’s role involved an assessment of the company business plans, analytical outputs and development of independent CEPA reports on the cost of equity. CEPA also critically assessed reports produced by other consultancies for PR24. CEPA worked closely with the Ofwat team and involved in supporting governance processes and decision-making. CEPA also provided internal training and knowledge transfer sessions to the client team.
CEPA's support continued for the CMA appeals from five water companies, providing expert advice, independent report and input to Ofwat for representations to the appeals body.
