Tom Fletcher
Managing Consultant
Tom has extensive experience working across the energy and transport sectors in the UK Government. He brings invaluable cross-sector infrastructure insights to projects, having delivered large scale programmes. Before joining CEPA, Tom was in charge of the analytical programme for renewable electricity at the Department for Energy Security and Net Zero (DESNZ). Prior to DESNZ, he gained significant experience at the Department for Transport.
Tom Fletcher is a Managing Consultant at CEPA, with extensive experience working across the energy and transport sectors in the UK Government. Tom brings invaluable cross-sector infrastructure insights to projects, having delivered large scale analytical programmes across both the electricity and rail sectors, and most recently working across the aviation and roads sectors at CEPA. He is an expert in economic appraisal, auction design, and translating complex analysis into actionable strategic decisions for senior decision-makers.
Before joining CEPA, Tom was in charge of the UK Government's analytical programme for renewable electricity at the Department for Energy Security and Net Zero (DESNZ). There, he advised four secretaries of state on complex auction design, economic incentives and value for money issues related to renewables, overseeing the evidence base for Contracts for Difference (CfD) auctions which are expected to deliver around 20 gigawatts of renewable capacity. Tom also directed the development of the strategic evidence base for interventions in renewable electricity supply chains worth hundreds of millions, and played a leading role in Government's response to the energy bill crisis.
Prior to DESNZ, Tom gained significant rail market experience at the Department for Transport (DfT) through his work as Economic Lead for the South Eastern Rail Franchise, and design and implementation of the Williams Rail Review new commercial model for rail. This included incentive mechanism design, and support in commercial negotiations with operators.
