Mitchell is an econometrician specialising in quasi-experimental analysis and regulatory cost benchmarking. He applies robust, transparent methods to assess policy impacts, benchmark efficient costs and support evidence-based decisions.
Mitchell leads quasi-experimental studies across transport and public policy, using causal inference methods and complex panel and spatial datasets to identify the effects of investment and intervention. His work includes leading the quantitative evaluation of the transformational impacts of station investment for the Department for Transport and managing an instrumental-variables study of transport investment and economic growth. He is also undertaking a PhD in Economics at the London School of Economics.
Mitchell also advises regulators and infrastructure clients on econometric cost benchmarking and model assurance. He led the development of stochastic frontier models for the Commission for Regulation of Utilities’ PR6, supported Ofwat’s cost assessment team throughout PR24 and the subsequent redeterminations, and advised on econometric benchmarking of Network Rail charges. He combines technical rigour with practical regulatory judgement, translating complex modelling into clear evidence for cost assessment and decision-making.
