Jack Kemp

Consultant

Jack is a Consultant at CEPA with experience working for governments, regulators and utilities on a range of issues related to regulation and policy - including econometric benchmarking, economic appraisal and market modelling. Jack holds an MPhil in Economics Research (Distinction) from the University of Cambridge.

Jack is a Consultant at CEPA helping governments, regulators and utilities tackle economic policy, regulatory and financial challenges.

Within CEPA’s regulation practice, Jack’s recent work includes advising the CRU on cost assessment and real price effects for the PR6 electricity price review; supporting Ofwat on the PR24 water price review; and was seconded to Ofgem to develop econometric benchmarking models ahead of RIIO-GD3.

In the energy sector, he has helped the Irish government design renewable support schemes, conducted gas and electricity market modelling, and advised the Danish TSO on capacity remuneration and strategic reserve mechanisms.

More broadly, Jack has led cost-benefit analyses for major wastewater infrastructure schemes and co-authored a World Bank report on methods to attract private investment into cellular and fibre networks across Eastern Africa.

Before joining CEPA, Jack interned in the Savings, Pensions and Wealth Department at the Institute for Fiscal Studies. He holds an MPhil in Economics Research (Distinction) from the University of Cambridge, where he was awarded the Bindesh P. Shah Studentship, and a First-Class BSc in Economics from the University of Warwick, where he received the Examiner’s Prize.
