Jack Kemp

Jack helps clients tackle complex infrastructure investment and regulatory challenges across the energy, water, transport and communications sectors.
Jack is a Consultant at CEPA, advising governments, regulators and infrastructure providers across the UK and international markets.
He specialises in infrastructure economics, with a focus on investment appraisal and regulatory economics. He has undertaken economic appraisal and cost-benefit analysis for major infrastructure investments, and supported regulators through price reviews, assessing business plans, expenditure and efficiency using cost assessment and econometric benchmarking. He combines rigorous quantitative analysis with practical regulatory insight to help clients make robust investment and regulatory decisions.
Jack holds an MPhil in Economics Research (Distinction) from the University of Cambridge, where he was awarded the Bindesh P. Shah Studentship, and a First-Class BSc in Economics from the University of Warwick, where he received the Examiner's Prize for academic performance.
