CEPA report on risk and return published as part of CMA Water PR24 redetermination
CEPA has worked with Ofwat, the water sector regulator in England and Wales, as a Delivery Partner for the PR24 price controls (2025-30). CEPA’s support has covered different aspects of the determination, including risk and return aspects. CEPA reports on the cost of equity were published alongside Ofwat’s Draft Determinations and Final Determinations in 2024. Five companies appealed the Determination to the Competition and Markets Authority (CMA). CEPA is continuing to provide support and provided supplemental evidence on the cost of capital and financeability as part of Ofwat’s Response to Statements of Case.
