CEPA has a long and respected record of providing advice on a wide range of issues in the transport sector. Our work covers network regulation, access pricing, infrastructure funding, benchmarking and incentive design. We address questions such as:

  • How should transport operators be charged for access?
  • What are appropriate funding models for transport infrastructure?
  • What returns should transport operators make?
  • What efficiency savings could be delivered in the transport sector?
  • How might incentives be improved?

Our public sector clients in the UK include the Office of Rail Regulation (ORR) for whom we have recently worked in a number of areas including the scope for improvements in cost efficiencies and the potential pace of change, as well as options for track access charging and the cost of capital. CEPA have also provided support to other regulators on issues ranging from input price differentials to the scope for productivity improvements.

We have also advised the Department for Transport (DfT) on rail leadership, planning and decision making and airports policy. Our private sector advice includes working with British Airways on an appropriate allowed return on London’s airports, and appropriate mechanism for dealing with uncertainty in London airports. We have also advised the Civil Aviation Authority in the UK and the Commission for Aviation Regulation in Ireland in their price control review.

Internationally, our work has ranged from supporting transport bodies and transport regulators in Australia, Hong Kong and South Africa.

Our transport practice is comprised of a core group of staff with many years of experience in the transport sector, covering a wide range of economic and financial aspects. For example, one of our Directors has over ten years of experience advising clients in the transport sector, and an Associate Director was previously Director at OPPPA and London Underground. This core team is supplemented by experienced CEPA Senior Advisors, who have backgrounds in industry and academia; for example, an expert in efficiency and econometric modelling at the Institute for Transport Studies at the University of Leeds, has worked with us on a number of transport projects.
