CEPA supported NHS Southwark in developing plans for changes to the provision of planned and unplanned care in the Borough. We assisted the PCT in working through the pertinent issues for developing its polyclinic strategy. This included advising on emerging thinking around the volume/ type of activity which should be transferred to a primary care setting and the anticipated financial benefits of polysystem development.

We undertook modelling work to develop activity, capacity and financial plans for a polyclinic network in Southwark, using commissioning and financial models provided as part of the Healthcare for London programme. This phase involved corresponding with Commissioning Support for London on the PCT’s behalf to resolve queries about the functionality and content of the analytical tools. We worked with neighbouring PCTs to share learning and best practices and sourced data directly from PCT public health, commissioning, finance and estates colleagues to populate the models.

At the end of the project we provided the PCT with populated models for a number of agreed scenarios - comprising different polysystem configurations, implementation timetables and levels of activity transfer. We also delivered user training to reduce the PCTs reliance on external consultants for completing future iterations of the modelling.

The outputs of our work supported the PCT’s strategic planning process for 2010/11.
