CEPA provided a full-time secondee and a part time secondee to Ofgem’s Retail Markets team to provide support for the Retail Market Review (RMR). The RMR is an investigation into the markets for electricity and gas for households and small businesses in Great Britain.

The secondees provided support at a crucial time to support the further development of the policies that had been set out in the October 2012 consultation document in advance of the publication of the final proposals. This involved analysing the original proposed policy, the responses, and any amendments/additional detail required. The conclusions from this process were presented to senior members of the team.

The second phase of the project involved the development of the impact assessment for the proposals, detailing both the quantitative and qualitative benefits of the proposals on customers, competition and sustainable development, as well as taking a view on the possible risks of the project.

The final RMR proposals were published for consultation on the 27th March, 2013.
