The Department of Enterprise, Trade and Investment (DETI) commissioned CEPA to review DETI’s support for small-scale renewables through Renewable Obligations (RO).

CEPA, together with engineering consultancy Parsons Brinckerhoff (PB), reviewed and updated DETI’s existing cost-benefit model. CEPA and PB reviewed the cost of renewables in Northern Ireland and other underlying assumptions for the model, conducted a series of stakeholder interviews and benchmarked renewable deployment in comparable European countries. Based on the updated model CEPA recommended adjusted support bands for the RO programme in Northern Ireland.
