Gavi, the Vaccine Alliance, has published a meta-review conducted by CEPA of 14 country evaluations of Gavi health system strengthening (HSS) support in order to inform Gavi’s review of its HSS window of support. The overall objectives of this review were to:

  • Assess the robustness and synthesise findings regarding Gavi HSS grant contributions, covering country grant processes, implementation, results and sustainability;
  • Develop recommendations to improve Gavi’s approach to HSS, including on guidelines and implementation support. 

The meta-review involved developing an analytical coding framework to synthesise findings of the existing 14 evaluations and a two-step robustness assessment to enable solid evidence-based recommendations to be developed. Findings from country evaluations were triangulated against other relevant strategic documents (e.g. Full Country Evaluations, Gavi HSS Guidelines).
