Today, Eric Groom PSM joins CEPA’s Australia office as a Senior Advisor. Eric has over 35 years’ experience as an economist with a focus on regulation, energy efficiency and greenhouse gas emission reduction.

Eric formerly held senior roles at the Independent Pricing and Regulatory Tribunal (IPART) of New South Wales (NSW) leading the development of IPART’s approach to regulation, particularly on financial issues. He managed price reviews in electricity, gas, and water. He also ran inquiries into the funding and performance of the health sector, state taxes, the funding of local government, as well as the performance and governance of the State-owned corporations in NSW. Eric was a member of national and inter-jurisdictional committees involved in network pricing in the Australian National Electricity Market and the development of utility regulation.

Eric has also worked with the World Bank and as an independent consultant, advising on regulation and sector reform in Asia, the Pacific and the Middle East. Prior to moving into regulation he worked on a number of infrastructure projects in Australia, including undertaking cost-benefit analysis on major national and state projects. He also developed the first NSW government-wide cost-benefit analysis requirements and guidelines.

In 2015, Eric was awarded the Public Service Medal for his contribution to the development of regulation and reduction in greenhouse gas emissions through the Greenhouse Gas Reduction and Energy Saving Schemes. He will continue his independent work on the AER’s Consumer Challenge Panel.
