A report from an independent review panel, chaired by Professor Peter Hansford has been published today by Network Rail. The report, known as The Hansford Review, was commissioned in December 2016 to consider contestability in the rail industry. The document refers to other industry studies and makes specific mention of a report that the Rail Delivery Group commissioned from CEPA, to undertake research into ‘bringing more private delivery and/or investment into the rail industry’.

CEPA’s work focused on new ways of attracting private finance. Its report was published in March 2017 and it concluded that there is a substantial market appetite for such involvement, subject to the removal of some inherent barriers to entry into the market.
