CEPA has been commissioned by the Agency for Energy Regulators (ACER) to conduct a study on monitoring and evaluating the impacts of Network Codes and Guidelines on the EU internal gas market. 

The CEPA study proposed a methodology for monitoring the implementation of EU Network Code and Guidelines and their impact on the high level policy goals for the internal gas market set out in the EU Third Energy Package (effective competition, market integration, efficient market functioning and non-discrimination). The methodology includes selected indicators for measuring the effect of Network Codes and Guidelines as well as selected indicators for measuring progress towards achieving the high level policy goals. The indicators will be used by ACER in its annual Market Monitoring Report.

Following a public consultation process in the summer of 2015, ACER published the final CEPA report which can be accessed here together with a PowerPoint presentation summarising the main steps and recommendations of the study.
