Drawing on its corporate finance and public-private partnership expertise, CEPA advises donors, governments and private sector organisations on the most effective mechanisms to facilitate private sector provision of infrastructure services (water, electricity, telecoms, transport) - in developing and transition countries.

CEPA's particular capabilities are:

Developing structures that support meaningful private sector participation (PSP) in infrastructure sectors of developing countries, including: (i) for profit and/or not-for-profit structures; (ii) stakeholder governance mechanisms; (iii) output based contracting for private sector operators.

Designing interventions to strengthen the enabling environment and removing market failures - efficient risk transfer mechanisms, financing / credit support, appropriate regulatory frameworks.

Identifying and developing financeable investment opportunities.

Designing and implementing financing and subsidy mechanisms, such as Output Based Aid (OBA).

Providing transaction advice to governments and the private sector for PSP in infrastructure opportunities.
